Action bets are picks for races where the model sees no edge. We label them that way in the product, and we don't count no-claim picks in a claims ledger.
When a card has few edge plays, the Best Bets page also shows fallback picks, clearly labeled as carrying no edge claim. They appear in this archive because subscribers saw them. They are not counted in the edge ledger because we never claimed an edge on them.
